Paula Carroll Duggan passed away July 22, 2022, in Washington DC at the age of 74.
After high school, Paula left Milford MA, attending Emmanuel College in Boston MA, graduating with a BA in History. Obtaining an advanced Political Science degree she taught at three Boston area Universities.
Paula was very active in several Massachusetts Congressional and Presidential campaigns. In 1980, Paula began her policy analyst career with the National Governors Association, then moved to the Northeast-Midwest Institute (a research and policy organization supporting the NEMW Congressional Coalition) in Washington DC.
Her broad expertise was focused on workforce development training, and related statistical issues. She testified in Congress, provided technical support to state policy makers, was a recognized public speaker and published author, advocating for informed public policy.
Paula retired in 2009 and moved to Wyoming where she married and lived for 13 years before returning to Washington DC with her husband.
She is preceded in death by her father, Paul C. Duggan, and her mother Agnes L. (Crane) Duggan. She is survived by her husband, Thomas N. Gallagher, residing in Washington DC.
Relatives & friends are invited to attend her Mass of Christian Burial on Wednesday (August 24th) at 12 NOON in St. Mary of the Assumption Church, 19 Winter Street, Milford MA. Burial of her cremains will follow in St. Mary’s Cemetery in Milford MA. There are no funeral home visiting hours.
